Justin Councill, known professionally as Dusty Persona, is an Atlanta-based muralist, street artist, and graphic designer whose work blends graffiti culture, pop surrealism, nostalgia, and personal transformation through bold illustrative imagery and public art. Known for his vibrant monsters, sharks, and cartoon-inspired characters, Councill creates highly stylized works that merge humor, emotional intensity, and underground street aesthetics.

Drawing influence from 1990s pop culture, graffiti, skate graphics, and DIY art movements, his work combines clean linework, exaggerated characters, and vivid color palettes with layered textures and experimental materials. Alongside his illustrative murals and canvas works, Councill frequently incorporates heavily textured surfaces and unconventional media that reflect themes of memory, struggle, resilience, and reinvention.

Deeply embedded within Atlanta’s street art and Free Art Friday communities, Councill’s murals, paste-ups, and hidden artworks appear throughout neighborhoods including Little Five Points and East Atlanta Village.
